Submissions will help inform the development of an interim report in late 2026 and a final report to government in March 2027. It will also guide ongoing discussions between the Triple Zero Custodian and stakeholders throughout the review.The issue
The Triple Zero Custodian (Custodian) is undertaking a review of all legislation and regulation related to Triple Zero.
As part of this review, the Custodian will provide:
- an interim report to the Minister for Communications (the Minister) in the last quarter of 2026
- a final report with recommendations for improving the legislative framework to the Minister by March 2027
The purpose of the review is to identify whether the current regulatory and legislative framework remains effective in supporting delivery of Triple Zero now and into the future.
The review will also identify opportunities for improvement across the following areas:
- public access to Triple Zero
- industry’s delivery of, and access to, Triple Zero
- the impact of the legislative framework on emergency services
- government oversight of Triple Zero
The Triple Zero framework was developed for a telecommunications environment in which fixed-line calling was the dominant method for accessing Triple Zero, with mobile devices now making up to 85% of calls to Triple Zero. The review will take these, as well as other ongoing technological advancements, into account to ensure the framework remains fit for purpose and adaptable over time.

Triple Zero Legislative and Regulatory Review
Your submission, including any personal information supplied, is being collected by the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (“the Department”) in accordance with the Privacy Act 1988.
Use
The Department may use your submission to inform the broader review into all legislation and regulation which relates to Triple Zero. This includes the drafting of any interim or final reports, to inform discussions with all stakeholders regarding the review and to inform government, including the Minister, of progress against the review.
Disclosure
The Department may disclose your submission to/for the Australiana Communications and Media Authority (ACMA), for the purpose of undertaking the review into all legislation and regulation which relates to Triple Zero. The department may also disclose your submission to the ACMA to inform any process the ACMA is undertaking to separately review regulations which relate to Triple Zero.
The Department may publish your submission as explained below. Otherwise your submission will not be disclosed unless authorised or required by law.

Publication
Unless marked confidential (see below) submissions (including the author’s name) may be published in part or full on the Department’s website or in any public response by the Department. When publishing, the Department will redact any personal contact details of the author.

Confidential submissions will not be published and will only be disclosed in the following circumstances:
- in response to a request by a Commonwealth Minister;
- where required by a House or a Committee of the Parliament of the Commonwealth of Australia;
- where necessary in the public interest; or
- where authorised or required by law.
Submissions will only be treated as confidential if they are expressly stated to be confidential.
