National Automated Access System Steering Committee

Background

At the Infrastructure and Transport Senior Officials’ Committee (ITSOC) meeting on 17 October 2025, it was agreed to establish a dedicated National Automated Access System (NAAS) Steering Committee to strengthen governance arrangements of the NAAS.

Objectives

The Steering Committee will be accountable, to ITSOC and the Infrastructure and Transport Ministers’ Meeting (ITMM), for delivery of the national NAAS project to meet the outcomes and targets set by ITMM and ITSOC, including the following agreements:

  • In August 2022, ITMM agreed to set a five-year target to implement automated access assessment, supported by access under notice such that the number of access permits required is reduced by 50% within 3 years and 90% within 5 years for all classes of heavy vehicles (including PBS); and to support this by developing a NAAS.
  • In July 2023, ITSOC agreed the NAAS will be based on the high-level modular architecture of the Heavy Vehicle Access Management System, used in Tasmania since 2016.

Membership

The Steering Committee consists of an independent Chair and up to nine additional Members representing contributing jurisdictions. Voting Members will be a senior official from each contributing jurisdiction with authority to take decisions and provide strategic direction on the implementation of this important national project.

The Australian Local Government Association (ALGA) will be a non-voting Member of the Steering Committee.

Roles and responsibilities

Steering Committee

The Steering Committee will:

  • Provide strategic direction to the NAAS Project Management Office (PMO) on how to deliver outcomes (across both Phase 1 and Phase 2 of the NAAS).
  • Monitor risks to progress towards, and timely delivery of, outcomes; request information necessary to manage those risks.
  • Ensure an appropriate level of consultation with stakeholders is undertaken and feedback is reflected in project activities, as appropriate; clear national communications material.
  • Agree budgets and workstreams, set and confirm project outputs, and review updates from the national project team (NPT), the Technical Advisory Group (NAAS-TAG) and the PMO against these outputs.
  • Consider technical input from the NAAS-TAG.
  • Manage variations to contracts and arrangements, within delegations.
  • Report annually to ITSOC and ITMM on progress towards outcomes.
  • Seek agreement from ITSOC and/or ITMM if the Committee proposes to deviate from the intent of the outcomes and targets set by ITMM in 2022.
