ROVER

ROVER is the department's online portal for applications and approvals under the Road Vehicle Standards (RVS) legislation. After the RVS legislation transitional period ends on 30 June 2023, ROVER will be the only portal for submissions and approvals.

Before an application can be submitted under the RVS legislation, an applicant or their representative must first create a user account in ROVER.

Register of Approved Vehicles

The RVSA introduced the Register of Approved Vehicles (RAV), an online publicly searchable database of vehicles that have met the requirements of the RVSA and been approved for provision to the Australian market.

Two pathways to RAV entry have been established, type approval and concessional RAV entry approval. RAV entry applications must be submitted through ROVER.

MVSA Register of Specialist and Enthusiast Vehicles

MVSA-approved registered automotive workshops can continue to apply to import MVSA Register of Specialist and Enthusiast Vehicles (through the Registered Automotive Workshop Scheme) until April 2023. Approved vehicles must be plated and provided by 30 June 2023. Applications for Interim SEVs List vehicles can be made until 31 March 2023 and must be made through ROVER.

MVSA Registered Automotive Workshops (RAWS)

After 1 July 2021, no new applications for MVSA RAW approvals are being accepted. However, applications submitted before 1 July 2021 will still be assessed and decided under the MVSA.

Specialist and enthusiast vehicles modified under the Registered Automotive Workshop Scheme (RAWS) can continue to be imported if they are on the MVSA Register of Specialist and Enthusiast Vehicles until 30 April 2023, or Interim SEVS List up until 31 March 2023.

MVSA-approved RAWs can continue to operate as an MVSA RAW (i.e. accessing the MVSA Register of Specialist and Enthusiast Vehicles and Interim SEVs List) until 30 June 2023.

Road Vehicle Certification System

After 1 July 2021, no new applications for Identification Plate Approvals (IPAs) are being accepted. However, applications submitted before 1 July 2021 will still be assessed and decided under the MVSA.

Current IPA holders can continue to import vehicles under their current approvals, including varying those approvals up until 30 June 2023.

VIS client portal

Generally, new MVSA single vehicle applications will not be accepted from 1 July 2021. However, applications submitted before 1 July 2021 will still be assessed and decided under the MVSA.

A limited range of MVSA approval pathways are still available during the transitional period from 1 July 2021 to 30 June 2023. These include:

  • Specialist and enthusiast vehicles modified under the Registered Automotive Workshop Scheme can continue to be imported if they are on the MVSA Register of Specialist and Enthusiast Vehicles until 30 April 2023, or Interim SEVS List up until 31 March 2023.

    • MVSA Register of Specialist and Enthusiast Vehicles applications are submitted through RAWS.
    • Interim SEVS List applications are submitted through ROVER.
  • Manufacturers / importers of trailers with an aggregate trailer mass (ATM) of 4.5 tonnes or less (low ATM trailers) that are able to be modified to comply with VSB1 version 5 can continue to apply until 30 April 2023. These applications are submitted through the VIS client portal.
  • Manufacturer or importers who hold an MVSA section 10A(3) low volume approval are also able to apply through VIS until 30 June 2023. These applications are submitted through the VIS client portal.
