The department intends to publish all submissions to the consultation papers, unless a request is made for a submission to be kept confidential or a submission contains other information that is not suitable for publishing.

Cascade Reserve Heritage Management Plan
Cascade Reserve is a Commonwealth Heritage listed place, valued for its connection to the first European settlement on Norfolk Island, beginning in 1788. The site contains significant archaeological remains of Phillipsburgh, a village from the First Settlement period, and is closely linked to early flax production and agriculture.
Today, Cascade Reserve continues to serve the local community as a valued place for both heritage and recreation, remaining an active and important part of Norfolk Island's cultural landscape.
A Heritage Management Plan is required for Cascade Reserve under the Environment Protection and Biodiversity Conservation Act 1999 (Cth) to ensure that its heritage significance can be conserved, promoted and celebrated. The plan provides an up-to-date guide for the effective conservation and management of the site, supports a long-term vision for its future, and helps guides positive change that ensures Cascade Reserve remains a meaningful and memorable place to Norfolk Islanders, visitors, and the Australian and international community.
The plan will also inform future considerations relating to adjacent infrastructure planning, including the implementation of the Port Strategy.
