Consultation on advanced vehicle technology to enhance road safety

Submissions sought on mandating an Advanced Emergency Braking System (AEBS) in vehicles that will save lives.

We are consulting on the introduction of Australian Design Rule (ADR) 98/02 which would see the mandatory fitment of an AEBS in passenger vehicles and light goods vehicles.

This safety measure avoids or mitigates the severity of an impact with a bicycle.

An AEBS automatically detects an imminent forward collision and activates the vehicle braking system to decelerate the vehicle with the purpose of avoiding or mitigating a collision.

Data held by our department shows that there were on average 39 cyclist fatalities annually on our roads from 2018 to 2022. Additionally, in 2021 alone, 8,163 cyclists were admitted to hospital resulting from road crashes in Australia.

The fitment of AEBS will reduce these numbers and lessen pressure on our hospital system.

The introduction of AEBS would harmonise Australia’s road vehicles with United Nations (UN) regulations.
Comments are being sought from all interested parties by 27 November 2025 at 5pm (AEDT).
