Your submission will help inform the design of a Statutory Payment Scheme to distribute any revenue collected by the News Bargaining Incentive.The issue
On 12 December 2024, the Australian Government committed to a News Bargaining Incentive (the Incentive) to encourage digital platforms to renew or enter into commercial deals with news publishers. This ensures that large digital platforms continue to contribute to the sustainability of Australian news and journalism.
Under the Incentive, digital platforms would incur a liability that can be reduced by entering into commercial deals with news publishers. Alternatively, digital platforms may choose to pay the Incentive instead of entering into commercial deals. Any revenue raised in this way will be distributed back to the sector to support news and journalism in Australia.
We are developing a Statutory Payment Scheme to distribute any revenue from the Incentive and need your input to ensure it is fit for purpose and does not create any unintended consequences.
In parallel the Treasury is conducting a public consultation on the News Bargaining Incentive exposure draft legislation. Further information is available on the Treasury's website.

News Bargaining Incentive Revenue Distribution—Statutory Payment Scheme
The Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts ("the department") is collecting your submission, including any personal information in accordance with the Privacy Act 1988.
Use
The department may use your submission to inform the design of the News Bargaining Incentive Statutory Payment Scheme.
Disclosure
The department may disclose your submission to the Department of Treasury to inform public consultation on the News Bargaining Incentive exposure draft legislation. The department may publish your submission as explained below. Otherwise, your submission will not be disclosed unless authorised or required by law.

Publication
Unless marked confidential (see below) submissions (including your name) may be published in part or full on the department's website or in any public response by the department. When publishing, the department will redact any personal contact details that you provide.

- in response to a request by a Commonwealth Minister;
- where required by a House or a Committee of the Parliament of the Commonwealth of Australia;
