We’re seeking feedback on the draft Grant Opportunity Guidelines for the National Regional Roads Australia Mobile Program (National RRAMP).

What will be the outcome of this consultation?

Your submission will help us finalise the guidelines and deliver the outcomes and objectives of the National RRAMP.

The issue

We are providing $30 million (GST exclusive) for the National RRAMP to improve multi˗carrier mobile coverage on highways and major roads in regional and remote Australia. Multi-carrier coverage is mobile coverage from two or more network operators.

The program is funded under the Better Connectivity Plan for Regional and Rural Australia. It complements the RRAMP Pilot Programs being delivered by state and territory governments, with a $50 million contribution from the Australian Government.

Outcomes from the National RRAMP include increased mobile coverage, improved safety on our roads, stronger economic growth and regional development, and improved social connectivity in regional and remote Australia.

The draft guidelines set out who can apply for grant funding, eligible roads and locations of projects, and arrangements for assessing proposed projects.

The National RRAMP will use a non-competitive, open grants process, with registered applicants able to submit ‘shovel-ready’ projects for funding at any time during the 12-month application period. Projects that meet eligibility requirements, are meritorious, and deliver value-for-money can expect to be funded.

Regional Roads Australia Mobile Program

Your submission, including any personal information supplied, is being collected by the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (“the department”) in accordance with the Privacy Act 1988.

Use

The department may use your submission for the purpose of finalising the National RRAMP Grant Opportunity Guidelines, including consideration of issues associated with the design and delivery of the National RRAMP.

Disclosure

The department may publish your submission as explained below. Otherwise, your submission will not be disclosed unless authorised or required by law.

Contacting You

You are not required to provide your contact name and contact details when providing your submission. However, if you choose to do so, the department may use your personal information to contact you about your submission and the consultation process.

Publication

Unless marked confidential (see below) submissions (including the author’s name) may be published in part or full on the department’s website or in any public response by the department. When publishing, the department will redact any personal contact details of the author.

Confidentiality

Confidential submissions will not be published and will only be disclosed in the following circumstances:

  • in response to a request by a Commonwealth Minister;
  • where required by a House or a Committee of the Parliament of the Commonwealth of Australia;
  • where necessary in the public interest; or
