Your feedback will support the development of new lighting standards and help guide the introduction of modern, internationally aligned ADRs.The issue
Lighting plays a critical role in vehicle safety, helping to maintain visibility in all conditions. A major review of all lighting regulations undertaken by the United Nations (UN) vehicle lighting expert group led to the reduction in the number of UN regulations for vehicle lighting from 20 to 3, while adding a new regulation for Light Emitting Diode (LED) light sources.
To align with UN regulations, global best practice and support modern lighting technology, the department is consulting on a proposal to:
- Introduce four new ADRs for:
- Light Emitting Diode Light Sources (ADR 101/00)
- Light Signalling Devices (ADR 102/00)
- Road Illumination Devices (ADR 103/00)
- Retro-Reflective Devices (ADR 104/00).
- Amend ADRs 13/00, 19/02 and 67/00 to recognise these new ADRs as alternatives to the current lighting ADRs for certification purposes.
These changes will provide manufacturers with up-to-date and internationally recognised certification pathways, support safer vehicles, and reduce regulatory burden over time.

Consultation on vehicle lighting standards
Your submission, including any personal information supplied, is being collected by the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts ("the department") in accordance with the Privacy Act 1988.
Use
The department may use your submission to inform the development of ADRs for vehicle lighting and light signalling devices.
Disclosure
The department may publish your submission as explained below. Otherwise your submission will not be disclosed unless authorised or required by law.

You are not required to include your contact name and contact details when providing your submission. However, if you choose to do so, the department may use your contact information to make further contact with you about your submission and the consultation process.
Publication
Unless marked confidential (see below) submissions (including the author's name) may be published in part or full on the department's website or in any public response by the department. When publishing, the department will redact any personal contact details of the author.
Confidentiality
Confidential submissions will not be published and will only be disclosed in the following circumstances:
- in response to a request by a Commonwealth Minister;
