The issue
The Norfolk Island community have experienced ongoing challenges with port infrastructure, governance, and ensuring safe, secure and efficient shipping arrangements. The cost, reliability and capacity of sea freight continue to impact businesses and residents across the island.
The Draft Norfolk Island Ports Strategy (the draft Strategy) reflects what has been heard through years of consultation and engagement, and sets out a practical, staged approach to address these challenges.
Your feedback will help ensure we get the next steps right, shaping a plan that improves port infrastructure and governance, supports safer and more efficient operations, and strengthens access to reliable and affordable freight services now and into the future.
The draft Strategy builds on extensive engagement with the community, including feedback from the 2022 Have Your Say process on long‑term shipping needs and follow-up consultation. It also builds on previous work undertaken by Grosvenor Performance Group and others, drawing this prior work and consultation into a single, long-term vision and roadmap for delivery. Community input is essential to ensure the draft Strategy accurately reflects the current and future needs of the Norfolk Island community. It will also help ensure planned future infrastructure aligns with existing investments – such as the Australian Government’s upgrades to Cascade Pier – and supports a coordinated, long‑term approach to port development.
Long-term approach
It sets out a clear, long-term approach to improving port infrastructure, governance and compliance, supported by a phased pipeline of projects. The draft Strategy is designed to guide future investment and ensure port operations align with Australian requirements and modern international standards.
The draft Strategy focuses on addressing:
- limitations on the types of vessels and cargo that can be accommodated due to current infrastructure
- the need for a safe, secure and efficient port through stronger governance and operational arrangements.
Proposed improvements are staged, practical and cost-effective, delivering near-term benefits while supporting longer-term upgrades to Norfolk Island’s shipping capability.
