Mobile reception is very poor and unreliable in the Ducklo area around Red Gum Road. This area is prone to bushfires and other natural disasters.
The lack of reception makes it difficult to make or receive phone calls or messages, including emergency notification messages. Residents have reported difficulty calling Triple Zero, as the call centre cannot hear the residents due to poor reception.
Construction of a new tower in the area will improve communication and safety for residents and emergency services personnel.

Description of community needs:
Only one bar or no mobile reception in the manufacturing and health precinct in Benalla's CBD to the east of Bridge Street including Sydney Road, Samaria Road, Coster Street plus Murrays and Yarrawonga Roads.
The Enterprise Park industrial park is also impacted by the lack of telecommunications with a new manufacturing precinct envisioned as part of the Forestry Transition program in the Yarrawonga Road Industrial 2 precinct.
Major industries impacted currently include: SES Regional Headquarters; Benalla airport; Schneider Electric, LS Precast; Australian Munitions and NIOA; Benalla Health and Cooinda Aged Care.

The Riverland, Murraylands and Mallee region of South Australia is known for its irrigation and dryland farming, food and wine production, as well as world-renowned natural attractions and internationally recognised tourism experiences.
Mobile reception is critical for business operations and economic growth of the region.
The region is high risk of significant flood and bush fire events, as well as road trauma along its major freight routes between Adelaide, Melbourne and Sydney.
Many localities in this region have experienced a loss in mobile reception following the 3G switch over.

Also a very high tourism area as part of the the NEVic Silo Art Trail with visitors complaining regularly of limited to zero mobile coverage, which also impacts local businesses with the ability to accept EFTPOS transactions.
