The area around the small village of Black Rock, population 32, has no mobile phone coverage.
The area is a popular tourism destination with Magnetic Hill and Black Rock lookout and the risk of bushfire or floods combined with harsh temperatures, risk of snake bite and hiking accidents means that reliable coverage is essential for emergency management for the safety of locals and visitors alike.

Tickera to Bute (Tickera-Alford Road, Axford Road, Haldanes Road, Myponie Point Drive North)
Description of community needs:
The roads between Tickera and Bute and the farms in the area experience intermittent coverage.
This route is a corridor for freight, agricultural machinery, locals and visitors travelling in the upper Yorke Peninsula.
Agriculture is the primary industry in this area and being mainly broadacre, the area is particularly vulnerable to bushfires such as the 2019 Yorketown Fire and lack of coverage poses serious risks to firefighters, farmers, tourists and residents.
Tickera is a tourist spot with many visitors in the holiday season.

Description of community needs:
These areas face significant communication gaps, especially during emergencies like bushfires and storms. Black spots hinder local businesses, jeopardise emergency responders, and put residents at risk.
Vital roads like Edenhope-Penola Road, relies heavily on mobile coverage for safety and economic activity. 2021 bushfires highlighted the critical need for reliable communication as damaged infrastructure left communities isolated.
Addressing black spots will enhance safety and resilience for rural Victoria.
This proposal is strongly supported by our community, Dr Anne Webster MP, Member for Mallee, Regional Development Victoria and CFA Dist. 17.

Description of community needs:
"The Paps" have always sited mobile transmission towers. Transition to 4G/5G via huge growth in data use now causes transmission failures, due to this technology's inability to cope with distance and geographic features—hills, trees etc.
This has "created" new black spots. Mobile towers, closer to permanently populated and high visitation areas are needed to carry the advantage of 4G/5G data transmission to communities, business, agriculture and our many visitors.
The transmission resilience of 3G is not replicated in 4G/5G.
Towers are now needed to be strategically situated, closer to these areas to enable reception at all.
