Australia's airports are a major component of the national transport infrastructure and make a significant contribution to Australia's overall economic prosperity. Continued investment in aeronautical infrastructure is a key objective of the Australian Government. At the same time, airports have significant market power and this is an important factor in determining the most appropriate economic regulatory regime.

The Department regulates issues of ownership and control at the leased federal airports through restrictions provided under the Airports Act 1996 (the Act) and the associated regulations. The aims of these restrictions are to:

Parking Infringement Notices Scheme (PINS)

The Department regulates landside vehicle parking and traffic enforcement (known as PINS) at participating airports. Currently, this includes Brisbane, Gold Coast, Hobart, Launceston, Melbourne, Perth, Sydney, and Townsville airports.

PINS is administered under the Airports (Control of On-Airport Activities) Regulations 2026 (the Regulations), pursuant to section 172 of the Airports Act 1996.
