In an event of a natural disaster could result in lack of access to information and placing additional pressure on emergency services. Telecommunications is extremely vital in ensuring road users can contact emergency services in the event of an accident on the notoriously dangerous Bruce Highway. It is also known that terrain impacts signal from towers and on large agricultural properties, loss of telecommunications hinders their productivity and knowing if they are hurt in the paddock, they can call for help.

Crossley, Victoria is a rural area that faces challenges with limited mobile phone coverage. This poor service impacts residents, local businesses, and visitors, making communication difficult, especially in emergencies. The lack of reliable mobile coverage creates barriers for farmers and businesses that depend on mobile phones for daily operations, customer service, and logistics. In emergency situations, it becomes difficult to contact emergency services or receive critical information. Improving mobile coverage in Crossley would greatly enhance safety, support the local economy, and ensure better connectivity for the community.

Description of community needs:

Unreliable and patchy mobile coverage in Wallington is regularly reported, as well as consistent issues for mobile users on all surrounding major roads in the area. The Bellarine HWY is a major transport link from the Bellarine to Geelong and beyond. This road requires increased coverage for safety and convenience reasons. Wallington is home to many small rural properties, local businesses and remote workers. Improved infrastructure would enhance safety for the older population, young students, and families at the local school, provide safety and peace of mind for residents and local farmers, and support local businesses.

Nature of the issue—mobile data blackspot. There is mobile reception but mobile data doesn't work in the area.

Impacts of the issue—located in a hospital precinct that includes health services, patients, university and other businesses. There is no access to internet or email without an NBN connection.

Other relevant information—the hospital is surrounded by a university and a residential area, and adjacent to a nearby airport.

Location relates to areas on and surrounding the Rockhampton Base Hospital precinct.

There is a need for increase capacity with poor and unreliable mobile signal, especially when the village/area receives visitors or in times of emergency there is not enough capacity to provide reliable mobile signal. 

Reliable and accessible mobile coverage is not only necessary for everyday living in a modern society but can be critical during emergencies such a flooding or bushfire event. This is a heavily timbered area of the NSW. 

The black spot not only impacts the local community, but also the Pacific Highway nearby.
