Regional Telecommunications Review

2021 Hartsuyker Review

On 2 June 2021 the then Minister for Regional Communications, Regional Health and Local Government, the Hon Mark Coulton MP, announced the Regional Telecommunications Independent Review Committee to undertake the 2021 Regional Telecommunications Review.

The five members appointed to the Committee are the Hon Luke Hartsuyker (Chair), Ms Kristy Sparrow, Ms Sue Middleton, Professor Hugh Bradlow and Mr Michael Cosgrave.

The Committee has extensive experience across telecommunications, agriculture, regional business, competition and consumer regulation and community affairs and brings together knowledge of regional Australia and an appreciation of the needs of regional communities.

The Committee will review the adequacy of telecommunications services in regional, rural and remote parts of Australia and make recommendations to the Government. As part of the 2021 Review, the Committee has specifically been asked to consider the impact of Government policies and programs, COVID-19, emerging technologies, service reliability, investment, regional development and better coordination of Commonwealth, State and Territory activities, and improvements that could be made in these areas.

The Committee is required to undertake public consultation and will report to Government on its findings by 31 December 2021.

The Regional Telecommunications Review takes place every three years under Part 9B of the Telecommunications (Consumer Protection and Service Standards) Act 1999. It assesses the adequacy of telecommunications services in regional, rural and remote parts of Australia.

2018 Edwards Review

The 2018 Regional Telecommunications Review has been completed. The Committee appointed to undertake the review was comprised of Mr Sean Edwards (Chair), Ms Wendy Duncan, Ms Johanna Plante, Ms Robbie Sefton, Ms Kylie Stretton and Mr Paul Weller.

The Committee delivered its report, 2018 Regional Telecommunications Review: Getting it right out there, to Government on 30 September 2018 and it was tabled in Parliament on 4 December 2018.

The 2018 Regional Telecommunications Review report examines how people use telecommunications services in regional, rural and remote parts of Australia and how regional communities can maximise the economic opportunities of digital technologies and services.

The Minister for Regional Services issued a Ministerial Statement at the time of tabling the report:

2015 Shiff Review

The 2015 Regional Telecommunications Independent Review Committee was chaired by Ms Deena Shiff. The Committee’s report was tabled in Parliament on 22 October 2015.
