Global Coalition on Telecommunications

In October 2023, the governments of Australia, Canada, Japan, United Kingdom and United States of America established the Global Coalition on Telecommunications (GCOT). GCOT was founded as an officials-level forum to:

  • strengthen cooperation and coordination among participating countries
  • build broader consensus on key areas of telecommunications policy
  • enable dialogue between industry, government and academia
  • promote innovation and growth opportunities in industry.

On 3 March 2026, GCOT membership was expanded to include Finland and Sweden, and GCOT will continue to explore further expansion opportunities.

By working together, this international community can help bolster communication supply chains, allow for easier exchange and use of information technology and help the development of future telecommunications technologies.

Global Coalition on Telecommunications: First Principles for AI Adoption in Telecommunications and Open RAN Certification

On 16 January 2025, GCOT published its first 2 principles papers on the adoption of artificial intelligence (AI) by the telecommunications industry and the certification of Open Radio Access Network (Open RAN) solutions.

The GCOT Principles on AI Adoption in the Telecommunications Industry (PDF 333.2 KB) sets out the framework for the safe and responsible use of AI in the telecommunications industry, while ensuring the opportunities presented by AI are able to be capitalised on. The intended audience for this publication is industry leaders, academia and individuals developing AI solutions for telecommunications.

The GCOT Open RAN Certification Principles (PDF 60.64 KB) provides a voluntary framework for Open RAN stakeholders, including telecommunications carriers and vendors, to develop a certification program for Open RAN equipment.

Security and Resilience Principles for 6G

On 3 March 2026, GCOT endorsed GCOT Security and Resilience Principles for 6G. The statement aims to outline some of the critical security and resilience considerations that GCOT partners recommend be prioritised in the ongoing development of the 6G system. They include containment, confidentiality, integrity, resilience and regulatory compliance.
