The Australian Government has committed to fast-tracking a domestic low carbon liquid fuel (LCLF) industry, as part of its Future Made in Australia agenda. On 17 September 2025, the government announced a new $1.1 billion Cleaner Fuels Program to encourage domestic production of LCLF, while strengthening fuel security and supporting new jobs in the net zero economy.
The Cleaner Fuels Program will provide production-linked incentives over 10 years and target support toward LCLF projects that are advanced in development, progressing towards a final investment decision and targeting production in the near future.
We are commencing engagement with the market on the policy design of the Cleaner Fuels Program, with support from the Australian Renewable Energy Agency (ARENA) and the Department of Climate Change, Energy, the Environment and Water (DCCEEW).
As part of the engagement, we want to hear your views on the key design principles and framework of the Cleaner Fuels Program.
This policy design and engagement process builds on previous consultations on LCLF, including our consultation in July 2024 on Future Made in Australia: Unlocking Australia’s low carbon liquid fuel opportunity and the ARENA-led consultation earlier this year on Future Made in Australia Innovation Fund.
Options for submission include:
- making a written submission through the Have Your Say form below; or
- responding to the following surveys, including a survey with the questions outlined in the ‘Policy Design Engagement Information’ section of the Paper, and a survey with the questions in Appendix C – Project Details Form of the Paper.

Cleaner Fuels Program
The Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (“the Department”) is collecting your submission, including any personal information in accordance with the Privacy Act 1988.
Use
The Department may use your submission to inform the design of the Cleaner Fuels Program.
Disclosure
The Department may disclose your submission (including confidential submissions) to the Australian Renewable Energy Agency and the Department of Climate Change, Energy, the Environment and Water, for the purpose of designing the Cleaner Fuels Program.
The Department may publish your submission as explained below. Otherwise, your submission will not be disclosed unless authorised or required by law.
Contacting You
You are not required to provide your contact name and contact details when providing your submission. However, if you choose to do so, the department may use your personal information to contact you about your submission and the consultation process.
Publication
Unless marked confidential (see below) submissions (including your name) may be published in part or full on the Department’s website or in any public response by the Department. When publishing, the Department will redact any personal contact details that you provide.
Confidentiality
Confidential submissions will not be published and will only be disclosed in the following circumstances:
- in response to a request by a Commonwealth Minister;
- where required by a House or a Committee of the Parliament of the Commonwealth of Australia;
- where necessary in the public interest; or
- where authorised or required by law.
Submissions will only be treated as confidential if they are expressly stated to be confidential. Automatically generated confidentiality statements or disclaimers appended to an email do not suffice for this purpose. If you wish you make a confidential submission, you must indicate this by ensuring your submission is clearly marked confidential. Even if a submission is not marked confidential, the Department may choose not to publish it, or any part of it, in the Department’s discretion (for example where it includes personal information or opinions about a third party).
