Guide to using ROVER to apply for a testing facility approval

The process of submitting an application for a testing facility approval involves the following steps:

  1. Creating a user account in ROVER and signing in
  2. Fill in an online application form for a testing facility approval and submit the form for assessment, including making a payment

Important: Recommended browsers are Chrome, Firefox and Microsoft Edge. Internet Explorer and Safari are not recommended.

Fill in an application form for a testing facility approval

Click on the ‘Apply for a testing facility approval’ button in the ‘Application Forms’ section of the homepage.

Before you begin—as with the user account creation screen, you will need to read and acknowledge the privacy information. (This will happen each time a new application is made).

Once you complete the required information on a page and want to move to the next page, click the forward arrow button. (There is also a ‘next’ and ‘back’ arrow button at the top right of each screen.)

If you want to change any of the information you entered, you may go back using the ‘back’ arrow button on the top or bottom right side of the screen.

To save your form at any stage, click on the ‘save’ icon at the top of the screen (the middle icon).

If you want to save your form and refer to the testing facility information on the department's website, click on the ‘save’ icon, then return to the homepage via the menu on the left-hand side of the screen. Here, you will be able to click on the link to the testing facility information on the department's website. Alternatively you may open another window in your web browser.

1) Applicant

Details on the ‘Applicant’ page will be pre-filled from your ‘User Profile’. If you would like to change these details, you will need to go back to the ‘User Profile’ page (via the menu on the right hand side). On this page, you may also indicate whether you are applying on behalf of an organisation that you have recorded an authority to act with.

2) Testing facility details

This question asks whether you are applying as a testing facility or as a testing oversight body. (A testing oversight body is an organisation or individual that witnesses testing, rather than doing the actual testing.) Both testing facilities and testing oversight bodies may apply for a testing facility approval. If you are applying on behalf of an organisation, this page also allows you to nominate a primary contact for the application.

3) RVCS registration

This question asks for test facility numbers for those applicants who have an existing test facility that is registered in the Road Vehicle Certification System (RVCS). The purpose of this question is to ensure there is a streamlined numbering process if the application for a testing facility approval under the Road Vehicle Standards (RVS) legislation is approved. Enter your RVCS test facility registration number(s) according to the online instructions. Then click on ‘Validate’ and the screen will show a validation. To add more facility numbers, click on the ‘+’ (plus) icon. If you want to remove a line, you must tick the check box at the left of the line that you want to remove, then click on the ‘-’ (minus) icon.

If you provide multiple RVCS registration numbers, an additional question will appear allowing you to nominate which number you would like to incorporate in your RVSA approval ID (if granted).

4) Testing facility locations

This question requests details of all testing facility locations being applied for. A single testing facility approval may apply to multiple facility locations.

5) Testing facility accreditations

Applicants may upload any testing accreditation certificates they have. Each document uploaded should be no more than 15MB.

6) Testing facility capabilities

This section requires the applicant to select all the standards that they test against. You may select these from either a numerically-ordered list of Australian Design Rules (ADRs) or ADRs listed in groupings (for example ‘Lighting’ or ‘Emissions and noise’). There is a search field where you may search by numbers or key words.

For those applicants with multiple testing facility locations, you will also need to indicate which testing facility locations these capabilities apply to. Additional questions relate to testing facilities that are only capable of testing to part of an ADR, or testing facilities which are testing for a UNECE (United Nations Economic Commission for Europe) approval.

Note: For applicants intending to test against standards determined under section 89(2) of the Rules—this ability is not yet available, as the determination has not yet been made.

Tip: To review the capabilities you have applied for and the locations that you test them in, click on the ‘Preview’ icon at the top of the page. This will create a PDF that you can scroll through to view your application details. You may do this at any stage of the application process.

7) Contraventions of road vehicle legislation

Applicants must answer a question in relation to contraventions, or possible contraventions, of road vehicle legislation.

8) Publication of approved testing facility

Applicants may opt out of having details of their approval published or may choose to have additional details published (such as general location and testing capabilities).

9) Declarations

Applicants are expected to read and accept all declarations associated with their application before submitting.

10) Submission and payment

When you have completed your form and are ready to submit it, you will need to make a payment for the application. Payment in ROVER may only be made by credit card (VISA or Mastercard).

A PDF file of your application will be available for your records when you have submitted the form and prior to making the payment.

Your application will not be assessed until the payment is made

Once you have made the payment, a receipt/tax invoice will be automatically generated for your records.
