Previous consultation on vehicle emissions and fuel efficiency measures
On 11 February 2016, the Ministerial Forum released a discussion paper PDF: 1312 KB seeking public feedback on possible measures to reduce vehicle emissions in Australia. 80 submissions were received.
Taking this feedback into account, the Ministerial Forum subsequently released, on 20 December 2016, the following three consultation papers:
- a draft Regulation Impact Statement on improving the efficiency of new light vehicles;
- a draft Regulation Impact Statement on strengthening noxious emissions standards for light and heavy vehicles; and
- a discussion paper on improving fuel quality standards.
The draft Regulation Impact Statements estimated the costs and benefits of the proposed fuel efficiency and noxious emissions standards and sought views on design elements and timing for their adoption. The fuel quality discussion paper and built on the recent review of the Fuel Quality Standards Act 2000.
The consultation period closed on 10 March 2017 and submissions were received from 92 stakeholders, including from vehicle manufacturers, fuel suppliers, transport operators, consumer, health and environment groups, and individuals.

Additional reports
To inform discussion around vehicle efficiency and fuel quality standards, the department commissioned research by independent expert consultants, ABMARC and IHS Markit respectively. The results of both studies are also provided below.
