Stormwater, Landslide and Rockfall Mitigation Works Project

Welcome to the project webpage for the proposed replacement of the Drumsite stormwater system and landslide and rockfall fences on Christmas Island in the Indian Ocean Territories. The information contained within the webpage is derived from the Christmas Island Stormwater, Landslide and Rockfall Mitigation Works Project Parliamentary Standing Committee for Public Works Statement of Evidence. The project will deliver a fit-for-purpose stormwater reticulation system in the area known as Drumsite. It will also install landslide mitigation infrastructure comprising of rockfall fences and earthen berms in the area along Flying Fish Cove in the residential and business area known as Kampong. This important project will provide adequate protection for the community and assets and planned to be installed by the end of 2023.

Proposed works

The scope of works for the three catchment areas proposed at Drumsite includes:

  • Northern Drumsite
    Install new drainage infrastructure and direct stormwater flow down the incline with a detention pond adjacent to the George Fam incline
  • Central Drumsite
    Install a combination of pits and pipework along Murray Road, Lam Lok Loh and Golden Bosun Road and installation of a diversion bund
  • Southern Drumsite
    Install the elements intended to direct stormwater to the east and south of the Christmas Island high school. These elements include installation of pipework to re-direct flow from the high school entrance, cut-off drain and new water main alongside Murray Road.

Public Works Committee process

The PWC's Manual of Procedures for Department and Agencies identifies eight steps in the PWC Process:

  1. identification of the need to refer a proposed public work to the PWC
  2. the preparation of a submission to the PWC (the Statement of Evidence)
  3. the referral of a proposed project to the PWC
  4. pre-public hearing activities
  5. site inspection
  6. public hearing and follow-up
  7. the tabling of the PWC's report in the House of Representatives and the Senate,: and
  8. parliamentary approval by the House of Representatives for work to commence.

In practice, the Department of Infrastructure, Transport, Regional Development, Communications and the Arts groups these steps into four distinct phases: referral, hearing, expediency and reporting.

  1. The Project was referred in Parliament on the 12 May 2021.
  2. The Hearing will be held on Friday 6 August 2021 at Parliament House, Canberra.
  3. The expediency date for the Project will be advertised in this space in the future.
  4. PWC report outcomes will be published in this space in the future.

Community consultation

This information outlines the proposed replacement of the Drumsite Stormwater and the Landslide and Rockfall Mitigation Works in Flying Fish Cove at Christmas Island. These proposed works are subject to Parliamentary approval.

The department will be holding a community information session to outline the proposed Project on Christmas Island. The purpose of the drop-in style session is to provide information on what is proposed under the Project and seek feedback from the community.
