Coronavirus (COVID-19) updates from the Australian Government

What is second stage of manufacture?

Second stage of manufacture (SSM) involves modifying or adding to a new vehicle (the base vehicle) to create an alternate vehicle. For example, adding an ambulance, motorhome or fire tender body to a new cab chassis.

This guide covers SSM:

  • under a vehicle type approval
  • by a registered automotive workshop, and
  • during the transitional period.

Three flow charts are included to illustrate:

  • Type approval SSM during the RVSA transitional period
  • Concessional SSM during the RVSA transitional period, and
  • MVSA identification plate approval SSM during the RVSA transitional period.
