9. This application cannot be considered unless the applicant is able to demonstrate the need to vary the conditions of the licence.

The applicant must make a submission to this effect.
The submission must contain the following information:
  1. the conditions to be varied;

  2. the likely health and social impact the variation would have on the users of the airport;

  3. the steps you will take to ensure that the variation will not impact adversely on the amenity of the airport; and

  4. effect of the variation on existing licensed premises on the airport site and the range and quality of services they provide.
