Security Risk Context Statements

The Maritime and Offshore Oil and Gas Security Risk Context Statements are documents that are intended to supplement other risk and threat assessment information from other sources. The documents do not replace the need for Maritime Industry Participants (MIPs) to consider their individual circumstances and determine their own risks consistent with security risk assessment processes such as AS/NZS ISO 31000:2009 Risk management - Principles and guidelines.

The statements are an information source that will assist port operators, port facility operators, port service providers, offshore facility operators and offshore service providers, and ship operators of Australian registered ships undertake security assessments and complete security plans as required by the Maritime Transport and Offshore Facilities Security Act 2003 and associated Regulations.

The maritime transport and offshore facilities security legislation requires port operators, port facility operators, port service providers, offshore facility operators and ship operators of Australian registered ships to identify their own risk contexts or threat situations when completing a security assessment. Ship operators also need to consider the trading routes of their ships when determining risk contexts for their own ship operations.

Maritime Risk Context Statement

The purpose of the Maritime Security Risk Context Statement is to provide the maritime industry sector with information on the maritime strategic risk context and the current security environment in Australia.

The requirements for a maritime security assessment under the MTOFSA are summarised in this document. [PDFPDF: 74 KB]. All forms of terrorism, including potential terrorist acts, should be considered when undertaking maritime security risk assessments. For further guidance on developing a security assessment under the MTOFSA, the Department recommends participants refer to the AS/NZS ISO 31000:2009 Risk management - Principles and guidelines and HB 167: 2006 Security Risk Management publications.

Offshore Oil and Gas Risk Context Statement

The purpose of the Offshore Oil and Gas Risk Context Statement is to provide the oil and gas industry and other relevant bodies with a description of the current security environment in the context of transnational terrorism as relevant to the oil and gas industry.
