Review of the National Transport Commission

Final Report

The National Transport Commission (NTC) Review Steering Committee has completed its review of the NTC and provided its findings to the Australian Transport Council (ATC).

The NTC Review report provides background on the strategic context of the review, outlines the existing mandate of the NTC, discusses the effectiveness of the NTC, and provides detailed recommendations on a way forward. As part of the review process, 39 submissions were received and 34 stakeholders interviewed.

The ATC and the Council of Australian Governments (COAG) have now considered the findings and recommendations of the report.

Purpose of the Review

The National Transport Commission (NTC) was established in 2003 with ongoing responsibility to develop, monitor and maintain uniform or nationally consistent regulatory and operational reforms relating to road transport, rail transport and intermodal transport. The National Transport Commission Act 2003 requires that the Australian Transport Council (ATC) review the operations of the NTC after six years.

A Review Steering Committee was appointed by the ATC to undertake the review and prepare a report for the ATC to allow the ATC to provide recommendations to First Ministers on the future of the NTC.

As part of a public consultation process, the Review Steering Committee sought submissions to the Review from interested individuals or organisations. The Call for Submissions - Background Paper outlines the nature of the review and matters that the Review Steering Committee sought comments on. Submissions to the Review Steering Committee closed on 6 March 2009.

In addition to the call for submissions to the Review, the Review Steering Committee also consulted with key stakeholders.
