Review of the National Transport Commission

The National Transport Commission (NTC) was established in 2003 with ongoing responsibility to develop, monitor and maintain uniform or nationally consistent regulatory and operational reforms relating to road, rail and intermodal transport. The National Transport Commission Act 2003 and Inter-Governmental Agreement for Regulatory and Operational Reform in Road, Rail and Intermodal Transport require that the Australian Transport Council (ATC) review the operations of the NTC every six years.

In November 2008, the ATC commissioned an independent Steering Committee to conduct the review. The Steering Committee was chaired by Mr Bruce Wilson AM, former Director-General of Queensland Transport. The Steering Committee's final report was received by the Chair of the ATC on 26 August 2009.

The ATC and the Council of Australian Governments (COAG) have now considered the findings and recommendations of the report and implementation of the ATC's response, endorsed by COAG on 7 December 2009, is now underway.  Amendments to the National Transport Commission Act 2003 that give effect to part of the ATC's response were introduced into Parliament on 23 June 2010.

As part of the review, the Steering Committee sought feedback on the NTC's performance through public submissions and interviews. A total of 39 submissions were received and 34 government and industry stakeholders were interviewed. Submissions to the review can be found in the Submissions section below.
