Shipping Reform Reference Groups

On 1 December the Minister for Infrastructure and Transport, the Hon Anthony Albanese MP, announced the establishment of three reference groups to advice on key elements of the reforms.

• the first group is to look at taxation;
• the second is to tackle the workplace, expanding the workforce including skills and training, and labour productivity;
• while the third group is to look at the new regulatory arrangements such as permits, the creation of an international shipping register, legislative changes and alignment of these reforms with a new National Maritime Regulator.

The reference groups started work in February and have been asked to report back by the end of May.

Regulation Reference Group

The Regulation Reference group is to provide advice and input to the implementation of the regulatory arrangements for the coastal shipping reforms.

The members of the Regulation Reference Group operate under a terms of reference.

Taxation Reference Group

The Taxation Reference Group was established to provide advice and input to the implementation of the fiscal elements of the coastal shipping reforms.

The members of the Taxation Reference Group operate under a terms of reference.

Workforce Skills Reference Group

The Workforce Skills Reference Group was established to provide advice on, and input to, the formation of an industry skills development framework that will secure the maritime skills base necessary to provide regulatory, land-based and sea-based services into the longer term.

The members of the Workforce Skills Reference Group operate under a terms of reference.
