Regional and Local Community Infrastructure Program: Round Two - $220 million
On 25 June 2009, the Prime Minister, the Hon Kevin Rudd MP announced that additional funding of $220 million for the Regional and Local Community Infrastructure Program (RLCIP) would be made available in 2009-10.
This funding will assist councils to build and modernise community facilities, including town halls, libraries, community centres, sports grounds and environmental infrastructure and is intended to support local jobs and provide long-term benefits to communities by renewing and upgrading local infrastructure.
How does the additional $220 million for the Regional and Local Community Infrastructure Program work?
The $220 million injection into the Regional and Local Community Infrastructure Program will be delivered as follows:
- $100 million is being allocated to all 566 of Australia's councils (565 councils plus the ACT) on a formula basis (see below); and
- $120 million for larger Strategic Projects will be available on a competitive basis.
Councils should complete and properly acquit their current projects under the original $250 million allocated component of the Regional and Local Community Infrastructure Program to maximise their opportunity for funding under RLCIP Round Two.
How does the $100 million allocation to councils work?
- All councils will receive a base grant of $30,000.
- The 105 councils classified as urban fringe or urban regional according to the Australian Classification of Local Government Code and who have at least 30,000 residents will receive an additional growth component of $150,000.
- All councils with at least 5,000 residents will share in the distribution of the remaining funds in proportion to their 2008-09 general purpose Financial Assistance Grant.

- of the RLCIP - Strategic Projects ($120 million) opened on 2 November 2009 and closed on 15 January 2010.

How will the $120 million Strategic Projects Component work?
- Funding under this round will be made available to councils on a competitive basis for limited number of larger scale strategic projects.
- All projects must comply with the new round's Guidelines.
- Project proposals will be assessed by the Department against the program Guidelines. It is expected that successful projects will be announced during the first quarter of 2010.

When you have completed the entire form and have all your supporting documentation available in electronic format you can submit your application at www.infrastructure.gov.au/local/rlcip-sp/LoginRlcipsp.aspx. You will also need to fax signed copies of the Authorisation, Declaration and Undertaking to 02 6274 7205.

If submitting postal applications you will need to download the Smart Form and complete it offline. This form can be printed for a hard copy application. The application must be lodged as one complete package. You cannot submit your application form electronically and send the attachments by post.
