$25 million Local Government Reform Fund

The Local Government Reform Fund will improve the capability in local government to manage their assets to provide better outcomes for communities through management of asset and financial planning processes and anticipating infrastructure needs.

The Reform Fund aims to support the implementation of the Nationally Consistent Frameworks for asset and financial management agreed by the Local Government and Planning Ministers' Council in May 2009.

The Reform Fund will also encourage collaboration between councils to improve their capacity to serve local communities. The program aims to build local government capacity by funding collaborative projects which help build resilience in critical areas such as asset and financial management, workforce planning, or demographic and climate change adaptation.

The Commonwealth will be seeking proposals for funding from states and territories which address the program objectives. The program will operate on an application basis and proposals will need to be developed in consultation with local government stakeholders, ensuring a genuine partnership approach to reform.

Up to $1 million will be set aside toward gathering nationally consistent local government asset and financial data. This data is important for a national perspective on local government infrastructure, to benchmark progress and provide better understanding of local government service activities.

At the Local Government and Planning Ministers' Council in Darwin on 9 October 2009, the Hon Anthony Albanese MP, Minister for Infrastructure, Transport, Regional Development and Local Government, detailed how the Local Government Reform Fund will work. States and territories, in partnership with their local government associations, had until 30 November 2009 to submit project proposals to the Commonwealth for funding.
