An Issues Paper [PDFPDF: 512 KB] [RTFRTF: 485 KB] was prepared as a basis for consultation and engagement and represents the first stage in developing an Aviation White Paper.

Over 290 submissions were provided responding to the Issues Paper. These submissions assisted the Government to develop and release an Aviation Green Paper.
