Aerodrome Rescue and Fire Fighting Services (ARFFS)

As announced in the Government's Aviation White Paper, the Department of Infrastructure, Transport, Regional Development and Local Government (the Department), in close consultation with Airservices Australia (Airservices) and the Civil Aviation Safety Authority (CASA) has been examining two issues relating to the provision of Aerodrome Rescue and Fire Fighting Services (ARFFS) at Australian airports:

  • who should be legally obliged to provide ARFFS; and
  • what is the scope of ARFFS.

This examination has identified the need for a clear statement of the roles and responsibilities of the various agencies involved in both ARFFS and non-aviation rescue and fire fighting services and related functions (e.g. the provision of first aid), in order to provide a safer aviation environment at Australia's busiest airports where these services are required.

The Department has released a policy paper that clarifies the scope of ARFFS and establishes clear agency accountability for the provision of ARFFS, non-aviation rescue and fire fighting, non-aviation fire alarm monitoring, building design/certification and first aid services at airports.

The Department will consult with key stakeholders regarding implementation and transition arrangements, to ensure appropriate accountability and delivery between Airservices, CASA, local fire authorities and airport operators around Australia.

Any changes to current regulatory requirements will be subject to further consultation with industry.
